Rhetoric and Praxis: Nigeria’s Africa Diplomacy and the Shaping of the African Union

Although Nigeria has always promoted multilateral diplomacy in the African context, the civilian administration of President Olusegun Obasanjo made it a cardinal objective of its Africa policy.
