THE MUNICIPALISATION OF THE ECONOMIC, SOCIAL AND CULTURAL RIGHTS: TO BE OR NOT TO BE?
The Universal Declaration of Human Rights of 1948 classifies a set of Rights as the Economic, Social and Cultural (ESC) Rights to be found mostly in Articles 22 to 29 of the Declaration. These rights have been re-enacted in various constitutions. Usually, however, these rights have limited enforceability or none at all.
