t the south there is the complex of issues arising from colonial control and racial discrimination. Without ignoring a number of other issues in Black Africa, there are three areas in the middle belt of the continent which present critical problems: Nigeria, the Congo, and East Africa (including Zambia). Finally, our aid and other economic policies face obstacles here and abroad, and our responses to these questions will affect our interests in the continent.
