Pursuant to instructions just received from General Villa, I have the honor to inform your excellency that General Roque Gonzalez Garza, having resigned as President of the Sovereign Convention charged with the federal Executive Power, Mr. Francisco Lagos Cházaro, has been designated by the Convention as his successor.
