g NSC 5436/1, the program is continued in order to advance those long-range U.S. objectives with which the French are not identified. One-man sub-posts were established in each of the two British territories which are approaching self-government; at Ibadan, Nigeria (fourth largest city in all Africa), and at Kumasi, Gold Coast.
