n limiting demands for arms throughout Latin America. The demand for arms has lessened greatly within the last eight years, which is, of course, a favorable development. The purpose would be to ease the arms burden and to ease tensions among States. Nigeria would appear to be a possible leader in establishing such a consortium, since that country shows signs of maturity and is the largest of the black African States.
