in their tropical products tariffs. Mr. Blumenthal noted that the Report of the Special Committee on Tropical Products contained some disagreements. Some countries, including the United States, recommended consideration by the GATT Ministers of the Nigerian proposal on free entry of tropical products, standstill agreements, and implementation of the coffee and cocoa agreements in the realm of tariffs.
