IN THE CONGO (U) 1. The situation in the Congo is deteriorating rapidly, and both the public news and the intelligence reports indicate that the central government has little, if any, control over the course of events. The UN forces, except for some Nigerian troops, have left the country. The Congolese National Army is an almost useless instrument. 2. There are clear signs that the Communists are exploiting the growing chaos.
