r African Affairs David Newsom , Felix Houphouet-Boigny, President of the Republic of Ivory Coast, expressed his belief that what was most to be feared in Africa was the spread of communism. He was particularly concerned about the Soviet presence in Nigeria. Newsom noted that the United States was aware of communist activities in Africa but considered it important to view the problem in each country in terms of the local situation and needs.
