45. Memorandum From the Presidentʼs Assistant for National Security Affairs ( Kissinger ) to President Nixon

Morris drafted both the memorandum and the attached letter to Gowon . The latter is a copy marked with an indication that the President signed the original. Kissinger recommended that Nixon sign an attached letter to Major General Gowon , Chairman of the Supreme Military Council of Nigeria, which stressed U.S. humanitarian interest in Nigeria and U.S. desire to avoid political involvement as much as possible.…
