l allies—for we cannot do the job alone—we are beginning to create a framework for wide-ranging international cooperation involving the United States, Western Europe, Japan, and many of the emerging regional powers such as Mexico, Venezuela, Brazil, Nigeria, Saudi Arabia, India, and Indonesia. And with the establishment of full diplomatic relations with the People’s Republic of China, we very significantly increase the scope of international cooperation.
