r an all parties meeting. Mr. Hughes, accompanied by Sir Antony Duff of the Foreign and Commonwealth Office, visited Africa from November 27 to December 13. The mission went to Dar es Salaam, Lusaka, Pretoria, Salisbury, Gaborone, Maputo, Luanda and Lagos. I accompanied Mr. Hughes throughout the trip and participated in all his discussions.
