THE PUBLIC ORDER (BAR TO CERTAIN PROCEEDINGS) DECREE 1970 THE FEDERAL MI ITARY GOVERNMENT hereby decrees as follows : 1.-(1) No proceeding, whether civil or criminal, shall lie or be ins ituted in any court for o on account of the broadcasting, production, renroduction or publication f any statement issued or made or purported to be issued or made by any g vernment functionary between 27th May 1967 and 15th January 1970 if the s atement gives or is intended to give information toJthe public in connection ' ith matters of defence, public safety, security, m rality or health.
